In 2023, Legatum established ARC as one of four founders, including Jordan Peterson, Sir Paul Marshall and Baroness Philippa Stroud.
ARC was conceived as a global community, focused on formulating a positive vision in response to life’s most fundamental social, economic, philosophical, and cultural questions. ARC’s founders set out to challenge prevailing global narratives of declinism by addressing some of society's most pressing questions - such as how to balance individual and collective identity, create economic growth, and navigate environmental stewardship given the energy needs development requires, while at the same time promoting human flourishing and prosperity.

In an age marked by economic stagnation and pessimism in the West, the need for a unifying narrative that inspires positive change has never been more urgent. While many problems remain, human quality of life has improved dramatically over the past few centuries and ARC believes it is important not to understate the magnitude of this accomplishment, and the underlying values, freedoms and beliefs that drove this vast improvement in human flourishing.
The inaugural ARC Conference in October 2023 brought together an alliance of thought leaders and changemakers from around the world committed to shaping a hope-filled vision for the future and to address some key challenges:
OUR STORY: How should we think about ourselves as individuals, and our identity, so that each of us, as citizens, can be enabled to live a fulfilled and moral life? Can we find a unifying story that leads people to take responsibility for themselves, their families and communities so that our societies can flourish?
FREE ENTERPRISE AND THE ECONOMY: What are the ingredients for productivity and growth? How can we foster voluntary exchange and markets, so they create abundance, while avoiding the tendency for successful businesses to become narrowly self-serving, corrupt, or gather undue power to themselves?
ENERGY AND COMMODITIES: How do we provide the energy and other resources upon which all economies depend in a manner that is inexpensive, reliable, safe and efficient?
ENVIRONMENT: How might we properly pursue the environmental stewardship that most truly serves the needs and wants of all individuals now and in the future, insofar as the present is realistically pliable and that future possible to forecast?
